Would this be extra helpful in locating platforms out of sight of people in order to preserve the natural coastal horizan from shore? Wouldn’t this be easy to expand in locations where it was already built in order to keep up with increases in electrical demand without increasing carbon emissions? Could any country build this as long as it had coastline? Could this be sent to areas with natural disastors or predicted energy shortages as a way to help keep the power running? Could platforms also desalinate water and produce hydrogen on site? Could Solar Power also be located on it?

Yes. The idea has been thought of before and tried it worked but the world did not accept the idea.
There are issues with making such a system be able to handle extreme weather…
Needs more technical development.
i don’t know. that could probably work. i know we are putting up a whole bunch of wind farms in minnesota & they are beautiful to look at! they take up very little ground space & the farmers can get so close to them! and i’ve heard people complain about noise as one issue of not having their area have them-but i’ve stopped at the side of the road where there were 30 of them and could hardly hear a thing.
You can’t put A wind Turbine on a floating platform. It needs to be anchored. Europe love to put wind turbine in the ocean though, but its expensive to anchor them. Thats why they build huge wind turbines. In AMerica, we have problems with building out in sea. Politicians has stopped a wind turbine from being built off the cost of Massachusette. Wave generators are untested and it is too expensive to generate electricity at this point. Wind Turbine is considered one of the few economical for of renewable source of energy. It’s still relatively expensive compared to Nuclear, gas and coal generators, but its with in reason. To combine wind Turbine and wave generator might reduce cost if the optimum site for both forms are found. Wave generators need an anchor as well, but not as sturdy as the Wind turbine. As for Desalination and Hydrogen generation, its best to do it on land. People need to replace filters on desalination, and you need fresh water for Hydrogen production. Hydrogen is not a good form of energy though. Why convert hydrogen, when you have electricity already. You waste energy converting electricity into Hydrogen. I was never a strong supporter for fuel cells. I think electric cars are better.
