how can a hydroelectric power plant(Laforge-2) in Quebec, being run-of-the-river plan, use a reservoir?

i thought (from what i read) that run-of-the-river plants don\t use a reservoir but i was reading that this one does….im confused…

    A run of the river plant does not affect the flowrate of the river but can use a small dam to increase the height of the water in order to generate more head and therefore more power.
